Uluslararası Cittaslow Birliği tarafından düzenlenen ve 9 ülkeden 23 projenin katıldığı proje yarışmasında Seferihisar Belediyesi “Çocuk Belediyesi” uygulamasıyla en başarılı proje seçilerek “Turuncu Salyangoz” ödülüne layık görüldü.
Cittaslow Uluslararası Bilim Komitesi Koordinatörü Guiseppe Roma başkanlığında, Başkan Stefano Pisani, Genel Sekreter Pier Giorgio Oliveti ve Web Müdürü Luca Filippetti’den oluşan komite, dünyanın dört bir yanındaki Cittaslow’lardan gelen projeleri değerlendirdi. Komite, dört temel Cittaslow kriterini gözeterek seçimini yaptı. Projelerde ayrıca “Cittaslow felsefesinin geliştirilmesi”, “Sosyal gelişime katkı”, “Cittaslow ağında diğer üyelerle paylaşılabilme potansiyeline sahip iyi uygulamaların geliştirilmesi”, “Projenin ölçüsü”, “İnsan faktörü ve yatırım özelliklerine uygunluğu” değerlendirmeye alındı.
Değerlendirmenin ardından 5 tam puan alan tek proje olarak, Seferihisar Çocuk Belediyesi’ne “Turuncu Salyangoz Ödülü” verildiği açıklandı. Ödülün değerlendirmesinde; projenin Cittaslow kriterlerine tam uyum gösterdiği ve kent yaşamı kalitesi politikalarına uyduğu belirtildi.
Ödülü almaları nedeniyle çok mutlu ve heyecanlı olduğunu belirten Seferihisar Belediye Başkanı Tunç Soyer; “Bu ödül bizim için çok anlamlı oldu. 2009 yılında Cittaslow olmamızla beraber iki hedef koyduk önümüze. Bunlardan biri dünyanın en başarılı Cittaslow’larından biri olmak ve projelerimizle örnek gösterilmek, diğeri de Sakin Şehir ağını tüm Türkiye’ye yaymak. Şimdi iki konuda da geldiğimiz nokta bizi gururlandırıyor ve çalışma istediğimizi arttırıyor” dedi.
Çocuklar Bugünün Bireyleri
Ödül aldıkları Çocuk Belediyesi’yle ilgili de konuşan Başkan Soyer; “Bize göre çocuklar sadece yarının büyükleri değil, aynı zamanda bugünün bireyleri ve yaşam ortaklarımız. Bu vizyon doğrultusunda, ilçede yaşayan çocuklar için sadece çocuk parkı, spor okulları yapan bir belediye olmayı içimize sindiremedik. Onların belediye hizmetlerinde de söz sahibi olmasını temin eden bir ortam yaratmaya gayret ettik. Seçimle gelen bir Çocuk Belediye Başkanımız ve Meclis Üyelerimiz var. Bu çocuklar belediye yönetiminde söz sahibi olsunlar istiyoruz. Çocuk Belediyesi çocukların aktif olarak yönetime katılmasını, çözüm geliştirmesini, aktif yönetişim, tolerans ve birlik duygusu içinde görüşlerini ifade etmelerini sağlayan bir kurum olarak işliyor. Çocuklar, kendilerine ayrılan atölyeler, toplantı odaları, mini amfi tiyatro, park ve spor alanları olan kampüste okul sonrası saatlerini değerlendirebiliyor. Çocuk Belediyesi’ne yaklaşık 1000 çocuk katılıyor ve tiyatro, modern dans, halk dansları, akıl oyunları, resim, keman, çello, piyano ve koro gibi 17 farklı branşta eğitim alıyor. Ayrıca, “Çocuk için arkeoloji, “Çocuk için antropoloji,” “Sosyoloji” vb alanlarda atölye çalışmaları yapılıyor. Çocuk Belediyesi’nde Milli Eğitim müfredatında yer almayan konularda, çocukları istek ve yeteneklerine göre donatmaya ve birer dünya vatandaşı olarak yetiştirmeye çalışıyoruz. Bu projemizin ödül alması da bizleri çok mutlu etti. Çocuk Belediyesi’nin tüm şehirlerimize örnek olmasını diliyorum” dedi.
Ödül Komitesi ayrıca, Kuzey Kıbrıs’tan Mehmetçik, Çin’den Yaxi ve Güney Kore’den Wando şehirlerini ödüle layık gördü.

Seferihisar Municipality was awarded the “Orange Snail” award by selecting the most successful project with the application of “Municipality of Children” in the project competition organized by International Cittaslow Association and 23 projects from 9 countries participated.
The committee, led by Cittaslow International Scientific Committee Coordinator Guiseppe Roma, President Stefano Pisani, Secretary General Pier Giorgio Oliveti and Web Director Luca Filippetti, assessed projects from Cittaslow all over the world. The committee has selected four basic Cittaslow criteria. Projects were also evaluated for “development of Cittaslow philosophy”, “contribution to social development”, “development of good practices with the potential to share other members in the Cittaslow network”, “measure of the project”, “suitability to human factor and investment characteristics”.
Following the assessment, it was announced that Seferihisar Children’s Municipality was awarded the “Orange Snail Award” as the only project that received 5 full points. In evaluating the award; It is stated that the project fully complies with the Cittaslow criteria and conforms to city life quality policies.
Sincerely stated that they are very happy and excited because of the award, Seferihisar Mayor Tunç Soyer said; “This award was very meaningful to us. Cittaslow in 2009, we have set two goals together with the premiere. One of them being one of the world’s most successful and exemplary Cittaslow our projects, the other is quiet city network spread throughout Turkey. The point we are now in both of these areas makes us proud and increases our desire for work. ”
Children Today’s Individuals
President Soyer, who also spoke about the Municipality of Children, “In our view, children are not only the elders of tomorrow, but also today’s individuals and living partners. In line with this vision, we are not allowed to be a municipality that only plays parks, sports schools for children living in the province. We have tried to create an environment that ensures that they have a say in the services of the municipality. We have a Children’s Mayor and members of the Assembly who are elected. These children want to have a say in the management of the municipality. The Children’s Municipality acts as an institution that enables children to actively participate in governance, to develop solutions, and to express their views in a sense of active governance, tolerance and unity. Children can evaluate after-school hours on campus with their own workshops, meeting rooms, mini amphitheater, park and sports areas. Approximately 1000 children attend the Children’s Municipality and are trained in 17 different branches such as theater, modern dance, folk dances, mind games, painting, violin, cello, piano and choir. In addition, workshops are being carried out in areas such as “Archeology for children,” “Anthropology for children,” “Sociology” and so on. We are trying to equip children according to their desires and abilities and to raise them as citizens of the world in matters that are not included in the National Curriculum at the Municipality of Children. This project has made us very happy to receive awards. I wish that the Municipality of Children will be an example to all our cities. ”
The Award Committee also deservedly won the cities of Mehmetçik from North Cyprus, Yaxi from China and Wando from South Korea.
